AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LOCKHART, TEXAS AMENDING SECTION II, SUBSECTION 2-1 OF THE CITY’S PERSONNEL POLICIES MANUAL TO PROVIDE FOR A RESIDENCY REQUIREMENT FOR CERTAIN CITY EMPLOYEES INVOLVED IN PUBLIC HEALTH AND SAFETY SERVICES DURING EMERGENCIES; PROVIDING FOR SEVERABILITY; PROVIDING A REPEALER; PROVIDING FOR PUBLICATION; AND ESTABLISHING AN EFFECTIVE DATE.

The complete ordinance may be viewed at the City Secretary’s Office, 308 West San Antonio Street, Lockhart, Texas, during normal business hours of  8:00 a.m. until 5:00 p.m., Monday through Friday.

LEGAL NOTICE

Lockhart Independent School District (LISD) solicits sealed proposals for athletic and student insurance.  Specifications may be obtained from Mrs. Tina Knudsen LISD, 105 South Colorado, P.O. Box 120, Lockhart, Texas 78644, or by calling 512-398-0045.  Proposals will be accepted by mail or delivered at 105 South Colorado, Lockhart, until the opening on Tuesday, May 8, 2012, 2:00 p.m. CST.  LISD reserves the right to reject any or all proposals and waive any irregularities.

ADVERTISEMENT FOR BIDS

Sealed proposals addressed to the Mayor and City Council of the City of Lockhart will be received at the Lockhart City Hall, 308 West San Antonio, Lockhart, Texas 78644, until 11:00 A.M., Thursday, May 3, 2012 for the new Lockhart Animal Shelter, at which time and place will be publicly opened and read aloud. Any bid received after closing time will be returned unopened.

SCOPE OF WORK: Provide Labor for the completion of two (2) Concrete foundations: Foundation #1 being 50’x 80’ (4,000 SF); Foundation #2 being 50’x 60’ (3,000 SF).

Work will require bid winner to: 1) Determine quantities of materials. 2) Form up 3) Trench all required foundation beams 4) Install 4 mil moisture barrier or as determined by specifications 5) Install and tie steel reinforcement 6) Finish slab according to the specifications provided with the plans. Form material will be provided by bid winning Contractor.

The City of Lockhart will provide materials such as: Moisture barrier, Rebar, anchor bolts and concrete.

Bidders shall submit with their bids a Cashier”s Check in the amount of five percent (5%) of the maximum total bid, payable to the City of Lockhart, Texas without recourse, or a Proposal Bond in the same amount from an approved Surety Company as a guarantee that Bidder will enter into a contract and execute performance and payment bonds on the forms provided, within ten (10) days after the award of Contract. Bids without check or Proposal Bond will not be considered.

The successful Bidder must furnish Performance and Payments Bonds each in the amount of 100% of the contract price from an approved Surety Company holding a permit from the State of Texas to act as Surety and acceptable according to the latest list of companies holding certificates of authority from the Secretary of Treasury of the United States, or other Surety or Sureties acceptable to the Owner.

Plans and specifications may be obtained from the Public Works Office located at 705 Wichita Street, Lockhart, Texas, upon receipt of payment of Twenty five ($25.00) Dollars. Please make checks or money-orders payable to the City of Lockhart. PAYMENT IS NON-REFUNDABLE. PLEASE CALL (512) 398-6452 IN ORDER TO INSURE PLANS ARE AVAILABLE WHEN YOU WISH TO PICKUP.

The City Council of the City of Lockhart reserves the right to reject any or all bids and to waive formalities. No bid may be withdrawn within sixty (60) days after the date on which bids are received.

The City of Lockhart will provide all materials such as: Pipe, fittings, connections, etc. required for the successful completion of the project.

COMPETITIVE SEALED PROPOSALS

FROM CONTRACTORS FOR THE NAVARRO ROOFING PROJECT AT NAVARRO ELEMENTARY FOR LOCKHART INDEPENDENT SCHOOL DISTRICT

Lockhart ISD will accept proposals from Contractors until 10:00 A.M. May 7, 2012 at the District’s Administrative Offices located at 105 South Colorado, Lockhart, TX 78644. Please submit the proposals to Tanya Homann’s attention. Work includes approximately 52,760 square feet of roof replacement and related work.

REQUEST FOR

PROPOSAL (RFP)

The City of Lockhart, Texas, seeks proposals from qualified Construction Managers to provide Construction Manager-At-Risk (CMR) services using the one-step process authorized by Section 2267.251 of the Texas Local Government Code for the Restoration and Expansion of the historic Dr. Eugene Clark Library, 211 S. Main St., Lockhart, Texas.

Copies of the RFP will be available beginning Thursday, April 5, 2012 and may be picked up at City Hall, 308 W. San Antonio St., Lockhart, Texas during normal business hours upon submission of $50.00 per copy for the RFP and one set of plans.

Sealed envelope responses marked “Library RFP” must be submitted to the City Manager, City of Lockhart, P O Box 239, Lockhart, Texas 78644 or delivered to 308 W. San Antonio Street, Lockhart, Texas, during normal business hours and will be accepted until 2:00 pm Local Time, Tuesday, April 24, 2012 at City Hall.
