RRE VILCHIS, by a manner other than by serving the registered agent of service in person. The Court heard and considered the Motion and the supporting affidavit and is of the opinion that service has been attel1Jpted on the Defendant by delivering to the Defendant at his place of abode and that such attempts were unsuccessful. Further, the Court is of the opinion that the manner of service requested will be reasonabiy effective to give the Defendant notice of this suit.

NOTICE OF INTENT

Notice is hereby given of the intent to introduce in the 83rd Legislature of the State of Texas, Regular Session, a bill to be entitled “An Act Relating to the Regulation by the Edwards Aquifer Authority of Edwards Aquifer Wells with Limited Production Capabilities.”  The Edwards Aquifer Authority is a conservation and reclamation district created pursuant to Article XVI, Section 59, of the Texas Constitution, and a groundwater conservation district located within all of Bexar, Medina, and Uvalde Counties and within part of Atascosa, Comal, Caldwell, Hays, and Guadalupe Counties.  The bill will amend the Edwards Aquifer Authority Act, including provisions related to the administration and regulation of Edwards Aquifer wells with limited production capabilities that are located within the Edwards Aquifer Authority boundaries.  For more information, please contact Mr. Roland Ruiz, General Manager, Edwards Aquifer Authority, at (210) 222-2204

ADVERTISEMENT FOR BIDS WITH BOND

REQUIREMENTS

Sealed bid proposals from qualified Texas licensed mechanical contractors addressed to the Mayor and City Council of the City of Lockhart are being received at the Lockhart City Hall, 308 West San Antonio, Lockhart, Texas 78644, until 11:00 A.M., December 27, 2012, for supervision and labor rates to install air conditioning/heating systems and circulation fans for new animal shelter. Any bid received after closing time will be returned unopened.

 

SCOPE OF WORK:

1) Administration/Adoption Building: Provide supervision and labor for installation of Mechanical Air Conditioning/Heat Systems and associated duct/ventilation. Installation consists of the two units (5 ton / 4 ton). RUUD Systems are preferred.

 

2) Canine Building: Provide supervision and labor to install one (1) 1.5 ton unit with associated ventilation duct and return air ducts. This unit is being stored at the Public Works Yard. Provide and install air circulation fans.

 

Work will require bid

winner to:

1) Provide supervision and labor rates to complete scope of work.

2) Provide City with take off for HVAC/Air Circulation equipment and necessary materials for completion of scope of work.

3) Purchase all necessary HVAC/Air Circulation equipment and related materials for scope of work.

4) By 5 pm Wednesday of each week of the project, provide City invoices for supervision/labor based on bid rates. Provide City invoice copies of HVAC and Air Circulation equipment/materials received; reimbursement will be at cost plus 10%.

5) Provide one year warranty on workmanship and applicable equipment such at the new HVAC units and air circulation fans.

 

Bidders submitting the labor and supervision rate shall submit with their bids a Cashier”s Check in the amount of five percent (5%) of the maximum total bid for the estimated labor and supervision, payable to the City of Lockhart, Texas without recourse, or a Proposal Bond in the same amount from an approved Surety Company as a guarantee that Bidder will enter into a contract and execute performance and payment bonds on the forms provided, within ten (10) days after the award of Contract. Bids without check or Proposal Bond will not be considered.

 

The successful Bidder must furnish Performance and Payments Bonds each in the amount of 100% of the contract price from an approved Surety Company holding a permit from the State of Texas to act as Surety and acceptable according to the latest list of companies holding certificates of authority from the Secretary of Treasury of the United States, or other Surety or Sureties acceptable to the Owner.

 

Plans and specifications may be obtained from the Public Works Office located at 705 Wichita Street, Lockhart, Texas, upon receipt of payment of Twenty five ($25.00) Dollars. Please make checks or money-orders payable to the City of Lockhart. PAYMENT IS NON-REFUNDABLE. PLEASE CALL (512) 398-6452 IN ORDER TO INSURE PLANS ARE AVAILABLE WHEN YOU WISH TO PICKUP.

 

City of Lockhart reserves the right to reject any or all bids and to waive formalities. No bid may be withdrawn within sixty (60) days after the date on which bids are received.

The City of Lockhart is receiving separate sealed bids at 308 W. San Antonio Street, Lockhart, Texas 78644, until 10 am on Thursday, December 20, 2012, for each trade from qualified individuals and/or companies for mechanical, plumbing and electrical work associated with the expansion of the Clark Library into the 2nd and 3rd floors of the library annex and for alterations and additions to the first floor. A bid bond or cashiers check equal to 5% of the total bid must be submitted with the bid. Sealed envelopes for each trade should be marked externally one of the following: Library Mechanical Bid or Library Plumbing Bid or Library Electrical Bid. Bids submitted must be good for 90 days from award. Proof of general liability and workers compensation coverage naming the City of Lockhart as an additional insured will be required before final award.

 

One free MPE plan set (11″ x 17″) and bid sheet per trade may be picked up at City Hall, 308 W San Antonio Street, during normal business days and hours or may be downloaded from the City of Lockhart website at www.lockhart-tx.org under Clark Library Phase II.

A bid bond or cashiers check equal to 5% of the total bid must be submitted with the bid. Bids submitted must be good for 90 days. Sealed bid envelopes should be marked “Library Elevator”. Proof of general liability and workers compensation coverage naming the City of Lockhart as an additional insured will be required before final award.

 

Plan sets (11″ x 17″) and specifications may be picked up at City Hall, 308 W San Antonio Street, during normal business days and hours at no cost for one set or may be downloaded from the City of Lockhart website at www.lockhart-tx.org under Clark Library Phase II.
