Notice of Project of the Lockhart Economic Development Corporation

NOTICE IS HEREBY GIVEN that the Lockhart Economic Development Corporation (“LEDC”) intends to participate in a project whereby a business entity will make a capital investment and bring primary jobs to Lockhart and the surrounding area, and for which the LEDC will convey real estate to the business entity as an incentive for its doing so.  A public hearing on the project will be conducted by the LEDC Board at its regular meeting on April 13th, at 7:00 PM at 217 South Main Street, 3rd floor Lockhart, Texas 78644.

Pursuant to Section 505.160, Texas Local Government Code, the real property will be conveyed and other incentives may be provided for the purpose of promoting and expanding such new business enterprises unless, not later than the 60th day after the date of this notice, the City Council of the City of Lockhart receives a petition signed by more than 10 percent of the registered voters of the City requesting that an election be held before the property or economic development sales tax proceeds may be used to support and incentivize the project.

Hydro Resources – Mid Continent, Inc. is soliciting qualified Historically Underutilized Businesses (HUB) material supplier and subcontractor bids for the Texas Water Development Board funded Phase 1B Well Construction for the Alliance Regional Water Authority.  The work may consist of conductor hole construction, well camera and logging service, water analysis, casing, gravel, grouting, pump equipment, compressor rental, fence rental and/or installation, casing welding, well head plumbing, well head slab, cutting and fluid disposal, bit rental, fuel, supplies and materials or other services necessary for the construction of a water well.  Interested, qualified suppliers and subcontractors may obtain plans and specifications at project engineer’s office, RW Harden & Associates, 9009 Mountain Ridge Drive, Suite 100, Austin, TX 78759, or from Amy Majors using the contact information below, or from www.CivCast.com.  All bids must be submitted to Hydro Resources – Mid Continent, Inc., attention Amy Majors, by email to AMajors@HydroResources.com., phone No. 800.401.9092 along with HUB certification number and/or copy of HUB certificate by 03/31/20 by 5:00 pm.  Under no circumstances will bids be accepted after the project bid date.

Bonding/Insurance Requirements: It is not anticipated that subcontractors will be required to provide bonding documents to the General Contractor.

PROPOSAL SUBMISSION REQUIREMENTS

BOND REQUIREMENTS

Each Proposal must be accompanied by a Bid Bond, on the furnished form, in an amount of not less than five percent of the total Proposal, as specified in Form 00 21 14, Instructions to Offerors. Performance and payment bonds, when required, shall be executed on forms furnished by the OWNER.  Each bond shall be issued in an amount of 100% of the Contract Amount by a solvent corporate surety company authorized to do business in the State of Texas, and shall meet any other requirements established by law or by the OWNER.

DOCUMENT EXAMINATION AND PROCUREMENT

The Proposal submission requirements and Contract Documents may be obtained without charge from www.CivcastUSA.com. Offerors must register on this website in order to view and/or download Bid Documents. At the time a Bidder registers on this website, the Bidder must provide a working e-mail address, so the Bidder will receive any addenda or clarification issued by the OWNER.

HUB Program – All procurements by the OWNER are subject to the OWNER’s Historically Underutilized Business (HUB) Program.  The Program provides HUBs full opportunity to participate in all of the OWNER’s contracts. Goals for HUB participation are stated for each solicitation.  Information on achieving the goals or documenting good faith efforts to achieve the goals are contained in the Proposal Documents and other Contract Documents.  When a HUB participation goal applies, each Offeror is required to complete and return a HUB Participation Plan with its Proposal.  If a HUB Participation Plan is not submitted with a Proposal, the Proposal will be disqualified from consideration.

Bid Notice

The Lockhart Independent School District is seeking competitive sealed proposals for management services of its food service program. The district is requesting a cost reimbursable proposal. Proposals will be accepted until 2 pm on March 26, 2020.
