PUBLIC HEARING

The City of Lockhart Planning and Zoning Commission will hold a Public Hearing on Wednesday, August 10, 2011, at 7:00 P.M. in the lower level of City Hall, 308 West San Antonio Street, Lockhart, Texas, to receive public input regarding the following:

SUP-11-13.  A request by Gary D. Duran for a Specific Use Permit to allow a Manufactured Home on 15.202 acres in the Byrd Lockhart Survey, Abstract

No. 17, zoned RMD Residential Medium Density District and located at 1205 Lovers Lane.

All interested persons owning property within 200 feet of this property who wish to state their support or opposition may do so at this Public Hearing; or they may submit a written statement to the City Planner or his designee for presentation to the Planning and Zoning Commission at or before the time the Public Hearing begins.

Should any person be aggrieved by the Commission’s action, a request may be submitted in writing for an appeal to City Council.  Such request must be submitted to the Zoning Administrator (City Planner) within ten calendar days of the date of the Commission’s action.

The City of Lockhart Planning and Zoning Commission will hold a Public Hearing on Wednesday, August 10, 2011, at 7:00 P.M. in the lower level of City Hall, 308 West San Antonio Street, Lockhart, Texas, to receive public input regarding the following:

ZC-11-02.  A request by David Dalton for a Zoning Change from CMB Commercial Medium Business District to RMD Residential Medium Density District on part of Lot 3, Block 42, in the Original Town of Lockhart, consisting of 0.542 acres located at 508 E. Market Street.

All interested persons owning property within 200 feet of this property wishing to state their support or opposition must do so at this Public Hearing; or they must submit a written statement to the City Planner or his designee for presentation to the Planning and Zoning Commission at or before the time the Public Hearing begins.

In the event that property owners should desire to protest the action of the Planning and Zoning Commission, they must: (1) file their written protest with the City Secretary on or before five days prior to the Public Hearing before the City Council; and, (2) the written protest must be signed and acknowledged by the owners of at least 20 percent of the land included in the proposed change, or by owners of at least 20 percent of the land area within a 200-foot radius of the boundary of the proposed change.  To be a valid protest, both conditions (1) and (2) above must be met or the petition will be rejected.

The City of Lockhart City Council will hold a Public Hearing on Tuesday, August 16, 2011, at 7:30 PM in the lower level of City Hall, 308 W. San Antonio, Lockhart, Texas, to consider this zoning change request, the recommendation of the Planning and Zoning Commission, and valid protests if any.

HEARING ON REALIGNING COMMISSIONER AND

JUSTICE PRECINCTS

According to the 2010 Census data, the County’s commissioner precincts are not of sufficiently equal population and must be redrawn in order to comply with the “one-person, one-vote” equal population principle established by the U.S. Constitution.

The Caldwell County Commissioners Court is considering new boundaries for its commissioner precincts and wants to hear from you.  (Justice Precincts will also be changed to be identical.)  Tell us what you think about the preliminary commissioner precinct plans at the public hearing described below:

The preliminary plans for the commissioner precincts will be available at the hearing and are available for public inspection during normal business hours at  Monday through Friday from now until the date of the public hearing.

A copy of the plan is also available at Caldwell County Courthouse, County Judge Office located at 210 South Main Street, Lockhart, TX 78644.  In addition, you need to be aware that the Commissioners Court has adopted Guidelines for public participation.  The Guidelines, among other things, require that comments be submitted in writing even if you make them orally at the hearing; all written comments are due by the close of the hearing.  The Guidelines may be found at www.co.caldwell.tx.us  Any plans that are proposed must conform to the redistricting Criteria adopted by the Commissioners Court.  The Criteria are found at www.co.caldwell.tx.us
