WETLANDS NOTICE OF
EXPLANATION
February 2, 2012
The City of Lockhart, Texas is considering implementing a wastewater improvement project that will benefit the targeted areas of: North Church St., Locust St., N Blanco St., Cedar St., Kate St., Apple St., Perez St., and Alex St. The wastewater improvement project is a CDBG project under the Texas Community Development Block Grant Program for non-entitlement cities. The project consists of upgrading deteriorating lift stations at the targeted locations. The deteriorating lift stations are failing to operate properly resulting in disruption of service and a susceptibility to inflow and infiltration during heavy to moderate rains. To resolve the problem, the City proposes to install gravity sewer main to replace the deteriorating lift stations. These improvements will benefit 144 people of which 93 or 64% are considered to be low to moderate income. The project activities are located in the 100-year floodplain. The proposed wastewater improvements cannot be undertaken in any other location, as relocation costs would exceed available program resources. Failure to provide the wastewater improvements could result in a continued unsafe and unhealthy living conditions for the citizens of Lockhart. If applicable, flood insurance will be provided for the duration of the project. It is the City’s judgment that Executive Order 11988/11990 has been considered in proceeding with this wastewater improvement project. A more detailed description of the project and FEMA flood maps are available for citizen review at the City Hall.

Bid Notice
The Lockhart Independent School District (LISD) is soliciting Requests for Proposals from qualified contractors for labor, materials and equipment for building 8 new tennis courts with seating area, lights, sidewalks and retention ponds. Proposal and general specifications may be obtained at the Pfluger Associates at 209 East Riverside, Austin, Texas during normal business hours. Proposal may be mailed to Lockhart ISD, P.O. Box 120, Lockhart, TX 78644 or hand delivered to Lockhart ISD at 105 S. Colorado, by 2 p.m., Tuesday, February 28, 2012. Bids not received by this time and date will be rejected.
There will be a Pre-Proposal Conference held at the Lockhart ISD Administration Office at 105 S. Colorado Street, Lockhart, TX, 78644 on February 15, 2012 at 2:00 PM. All interested vendors are encouraged to attend but this is not a mandatory conference.
Contractor must provide proof of general liability, automobile and worker’s compensation insurance naming the Lockhart ISD as an additional insured and 5% bid bond submitted with the bid and 100% performance and payment bond provided with the signed contract.
