On November 15, 2012
at the Gonzales County Court House in the District Court Room Gonzales, TX beginning at 5:30 p.m., a quorum of the board of directors of the Gonzales County Underground Water Conservation District, will conduct a public hearing and public meeting relating to the applications, summarized as follows, filed by Texas Water Alliance Limited:
Texas Water Alliance Limited (TWA), 3267 Bee Caves Road, Suite 107-509, Austin, Texas 78746 has submitted applications to the Gonzales County Underground Water Conservation District (GCUWCD) to drill and produce thirteen (13) new water wells. The thirteen (13) TWA wells will be located approximately four and one half (4.5) miles west of Waelder, Texas and eight (8) miles northeast of Harwood, Texas. The proposed use of the wells is for public water supply. TWA proposes to produce approximately 15,000 acre feet of water per year at an average rate of approximately 715 gallons per minute per well.
TWA has also applied to GCUWCD for a transportation permit to transfer water from the thirteen (13) production wells to a transportation facility located adjacent to State Hwy 304 between I-10 and US 90 in Gonzales County. The transportation facility is capable of handling the 15,000 acre feet of water per year requested by TWA and will transport the water to the Canyon Lake Water Service Company in addition to other communities and water utilities. The GCUWCD will consolidate its consideration of the thirteen (13) drilling and production applications with the application for a transportation permit. As part of the applications, TWA has agreed to enter into agreements with the GCUWCD relating to mitigation, monitoring, and negotiated export fees. In response to requests by landowners, TWA has requested the GCUWCD”s board of directors to grant a variance to its spacing rules pursuant to section 18(b), so that the properties belonging to Ted Boriack and Robert Mayfield are not included within the spacing shadow of TWA”s proposed well nos. 6 and 7.
During the meeting and hearing, the board of directors will receive evidence submitted by TWA in support of the applications and requests and will discuss and take action regarding the approval or denial of the applications and related requests by TWA. Since all protests of the applications by persons previously granted party status have been withdrawn and the hearing is not a contested case hearing, the board of directors will not receive or consider evidence from persons other than the applicant and the staff of the GCUWCD. However, the board of directors will allow time for public comment.

On November 13, 2012 at the Gonzales County Court House in the District Court Room Gonzales, TX beginning at 5:30 p.m., a quorum of the board of directors of the Gonzales County Underground Water Conservation District, will conduct a public hearing and public meeting relating to the applications, summarized as follows, filed by Hays Caldwell Public Utility Agency:
Hays Caldwell Public Utility Agency (HCPUA), 400 W. Hopkins, Suite 203, San Marcos, Texas 78666 has submitted applications to the Gonzales County Underground Water Conservation District (GCUWCD) to drill and produce fifteen (15) new water wells. The fifteen (15) HCPUA wells will be located in two well fields. The southern well field with ten (10) wells is located approximately six (6) miles north of Harwood, Texas and ten (10) miles northwest of Waelder, Texas. The northern well field with five (5) wells is located around the community of Delhi, Texas. HCPUA proposes to produce approximately 10,300 acre feet of water per year at an average rate of approximately 447 gallons per minute per well.
HCPUA has also applied to GCUWCD for a transportation permit to transfer water from the fifteen (15) production wells to a transportation facility located adjacent to FM 713 in Caldwell County. The transportation facility is capable of handling the 10,300 acre feet of water per year requested by HCPUA and will transport the water to the cities of Kyle, San Marcos, and Buda along with the Canyon Regional Water Authority and its member entities, including County Line Special Utility District, Crystal Clear Water Supply Corporation (WSC), Martindale WSC and Maxwell WSC. The GCUWCD will consolidate its consideration of the fifteen (15) drilling and production applications with the application for a transportation permit. As part of the applications, HCPUA has agreed to enter into agreements with the GCUWCD relating to mitigation, monitoring and negotiated export fees. In response to requests by former intervener”s, HCPUA has also agreed to request the GCUWCD to approve the location of two wells located in the northern well field so that they are further away from certain property boundaries, and to approve the inclusion of additional wells in HCPUA”s mitigation plan and agreement.
During the meeting and hearing, the board of directors will receive evidence submitted by HCPUA in support of the applications and requests and will discuss and take action regarding the approval or denial of the applications and related requests by HCPUA. Since all protests of the applications by persons previously granted party status have been withdrawn and the hearing is not a contested case hearing, the board of directors will not receive or consider evidence from persons other than the applicant and the staff of the GCUWCD. On November 14, 2012 at the Gonzales County Court House in the District Court Room Gonzales, TX beginning at 5:30 p.m., a quorum of the board of directors of the Gonzales County Underground Water Conservation District, will conduct a public hearing and public meeting relating to the applications, summarized as follows, filed by Canyon Regional Water Authority:
Canyon Regional Water Authority (CRWA), 850 Lakeside Pass, New Braunfels, Texas 78130 has submitted applications to the Gonzales County Underground Water Conservation District (GCUWCD) to drill and produce six (6) new water wells and re-equip four (4) existing water wells. The four existing CRWA wells and one of the new wells are located in western Gonzales County, approximately 13 miles northwest of Nixon, Texas and 7 miles southwest of Belmont, Texas. The other five new water wells are located in western Gonzales County, approximately 2.2 miles west of Leesville and 10 miles north of Nixon, Texas. CRWA proposes to produce approximately 4,400 acre feet of water per year at an average rate of approximately 500 gallons per minute per well.
CRWA has also applied to GCUWCD for a transportation permit to transfer water from the six (6) new production wells and for (4) existing re-equipped wells to pump to a station located at 383 Highpoint Ridge, Seguin, Texas 78155 in Guadalupe County, approximately thirteen (13) miles northwest of Nixon, Texas. The pump station is capable of handling the 4,400 acre feet of water per year requested by CRWA and will transport the water to its member-entities, the cities of Marion and Cibolo and the East Central SUD, Green Valley SUD, Springs Hill WSC, Crystal Clear WSC, and BexarMet Water District (through its successor, SAWS) pursuant to an existing Water Supply Agreement. The GCUWCD will consolidate its consideration of the six applications for new well production permits along with the four re-equip production applications and the application for a transportation permit. In response to a request by the District, CRWA, in March, 2010, entered into a Participation Agreement in the Western Gonzales County Dedicated Mitigation Fund, and has previously contributed $90,000.00 to such Fund. As part of the applications, CRWA has agreed to enter into further financial agreements with the GCUWCD, including provisions relating to comprehensive mitigation and negotiated export fees in support of its application.
During the meeting and hearing, the board of directors will receive evidence submitted by CRWA in support of the applications and requests and will discuss and take action regarding the approval or denial of the applications and related requests by CRWA. Since all protests of the applications by persons previously granted party status have been withdrawn and the hearing is not a contested case hearing, the board of directors will not receive or consider evidence from persons other than the applicant and the staff of the GCUWCD. However, the board of directors will allow time for public comment.

NOTICE OF
APPLICATION FOR
OIL AND GAS
WASTE DISPOSAL WELL PERMIT
Eagle Energy Acquisitions LP, 333 Clay Street, Suite 3005, Houston, Texas 77002 is applying to the Railroad Commission of Texas for a permit to dispose of produced salt water or other oil and gas waste, including hydrogen sulfide, by well injection into a porous formation not productive of oil or gas. The applicant proposes to dispose of oil and gas waste into the Lower Edwards Formation, Martha Briscoe SWD Lease, Well Number 2. The proposed disposal well is located 5.3 miles northeast of Luling, Texas in the Salt Flat (Edwards) Field, in Caldwell County. The waste water will be injected into strata in the subsurface depth interval from 2922 to 3414 feet.
LEGAL AUTHORITY: Chapter 27 of the Texas Water Code, as amended, Title 3 of the Texas Natural Resources Code, as amended, and the Statewide Rules of the Oil and Gas Division of the Railroad Commission of Texas.
Requests for a public hearing from persons who can show they are adversely affected, or requests for further information concerning any aspect of the application should be submitted in writing, within fifteen days of publication, to the Environmental Services Section, Oil and Gas Division, Railroad Commission of Texas, P.O. NOTICE OF PUBLIC HEARING
The City of Lockhart Planning and Zoning Commission will hold a Public Hearing on Wednesday, November 14, 2012, at 7:00 P.M. in the lower level of City Hall, 308 West San Antonio Street, Lockhart, Texas, to receive public input regarding the following:
ZC-12-05. A request by David Marquez on behalf of Melvin Alex and Jo Nell Schulze for a Zoning Change from AO Agricultural-Open Space District to CHB Commercial Heavy Business District for 1.934 acres in the James George Survey, Abstract No. 9, located at 1409 Blackjack Street.
All interested persons owning property within 200 feet of this property wishing to state their support or opposition may do so at this Public Hearing; or they may submit a written statement to the City Planner or his designee for presentation to the Planning and Zoning Commission at or before the time the Public Hearing begins.
In the event that property owners should desire to protest the action of the Planning and Zoning Commission, they must: (1) file their written protest with the City Secretary on or before five days prior to the Public Hearing before the City Council; and, (2) the written protest must be signed and acknowledged by the owners of at least 20 percent of the land included in the proposed change, or by owners of at least 20 percent of the land area within a 200-foot radius of the boundary of the proposed change. 7:30 PM in the lower level of City Hall, 308 W. San Antonio, Lockhart, Texas, to consider this zoning change request, the recommendation of the Planning and Zoning Commission, and valid protests if any.
