REHABILITATION OF FLOODWATER RETARDING STRUCTURE NO. 6 OF THE PLUM CREEK WATERSHED, HAYS COUNTY, TEXAS

Summary: Pursuant to Section 102(2)(c) of the National Environmental Policy Act of 1969; the Council of Environmental Quality Regulations (40 CFR Part 1500); and the Natural Resources Conservation Service Regulations (7 CFR Part 650); the Natural Resource Conservation Service, U.S. Department of Agriculture, gives notice that an environmental impact statement is not being prepared for the rehabilitation of Floodwater Retarding Structure No. 6 of the Plum Creek Watershed, Hays County, Texas.

Supplementary Information: The environmental assessment of this federally assisted action indicates that the project will not cause significant local, regional, or national impacts on the environment. As a result of these findings, Salvador Salinas, State Conservationist, has determined that the preparation and review of an environmental impact statement is not needed for this project.
The project will rehabilitate Floodwater Retarding Structure No. 6 to maintain the present level of flood control benefits and comply with the current performance and safety standards.
Rehabilitation of the site will require the dam to be modified to meet current performance and safety standards for a high hazard dam. Rehabilitation will require the following modifications to the structure: install a 175 foot length labyrinth weir (replaces existing auxiliary spillway) over the top of the dam, replace the existing principal spillway inlet structure with a new intake tower; install a new 42” pipe and fill the existing pipe with grout; install a new impact basin at the outlet; and install a foundation drain system along the back toe of the embankment. The auxiliary spillway (weir) crest elevation will be lowered 1.6 feet, and the east end of dam will be extended about 350 feet. Goforth Road below the dam will be modified to accommodate construction activities. The proposed work will not have a significant affect on any prime farmland, endangered or threatened species, wetlands, or cultural resources.
Federal assistance will be provided under authority of the Small Watershed Rehabilitation Amendments of 200 (Section 313, Public Law 106-472). Total project cost is estimated to be $3,975,500, of which $2,770,800 will be paid from the Small Watershed Rehabilitation funds and $1,204,700 from local funds.
A limited number of copies of the FONSI are available to fill single copy requests at the above address. Basic data developed during the environmental assessment are on file and may be reviewed by contacting Salvador Salinas, State Conservationist.
No administrative action on implementation of the proposal will be taken until 30 days after the date of this publication.

Sealed bid proposals for exterior masonry and wood window repair of the Historic Caldwell County Jail (315 E. ORDINANCE NO. 2011-07-01
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF MARTINDALE, TEXAS, REPEALING THE ALLOWANCE FOR TEMPORARY HOLDS ON SOLID WASTE AND RECYCLABLES SERVICES; PROVIDING THAT CHARGES FOR WASTEWATER SERVICE WILL BE DUE AS STATED ON THE BILLS; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES.
SECTION 4. (a) A person who violates any provision of this ordinance relate to public health and sanitation, including dumping of refuse, shall be punished, upon conviction, by a fine not to exceed $2,000.00.
(b) A person who violates any other provision of this ordinance shall be punished, upon conviction thereof, by a fine not to exceed $500.00.

PUBLIC NOTICE
Any parent/guardian of a former student or the former student whose last year in Special Education in Lockhart ISD, Luling ISD, and Prairie Lea ISD (Caldwell County Co-op) was the 2003-04 school year, should contact the Caldwell County Co-op office (512-398-0260) by September 30, 2011, if a copy of the Special Education records is needed. After September 30, 2011, the records will be destroyed in accordance with the Texas Library and Archives Commission Records Retention Schedule.

FLOODWATER RETARDING STRUCTURE NO. 6

A copy of the Draft Supplemental Watershed Plan No. V and Environmental Assessment (EA) for the rehabilitation of Floodwater Retarding Structure No. 6 of the Plum Creek Watershed is available from the Natural Resources Conservation Services (NRCS) Field Office in San Marcos and the Plum Creek Conservation District Office in Lockhart. This document describes the proposed rehabilitation of Floodwater Retarding Structure No. 6, which is required in order to maintain the present level of flood control benefits and to comply with current performance and safety standards.
The document is being made available to provide an opportunity for individuals and groups to review the Draft Supplemental Plan/EA, according to Cresencio G. Perez, District Conservationist with NRCS and Johnie Halliburton, Executive Manager of the Plum Creek Conservation District. The review period will run again until August 31, 2011.
