NOTICE OF PUBLIC HEARING

 

The City of Lockhart Planning and Zoning Commission will hold a Public Hearing on Wednesday, January 9, 2012, at 7:00 P.M. in the lower level of City Hall, 308 West San Antonio Street, Lockhart, Texas, to receive public input regarding the following:

 

ZC-12-06.  A request

by Tammy Reed on behalf of Darrell Schuenemann for a Zoning Change from AO Agricultural-Open Space District to CHB Commercial Heavy Business District for 11.685 acres in the Miles G. Dikes ? League, Abstract No. 6, and W.C. Williams 1/3 League, Abstract No. 300, located at 2100 North Colorado Street.

 

ZC-13-01.  A request by Mike & Judy Fenley for a Zoning Change from CHB Commercial Heavy Business to IL Industrial Light District for one acre in the James George League, Abstract No. 9, located at 1507 Blackjack Street (FM 20 East).

 

All interested persons owning property within 200 feet of these properties wishing to state their support or opposition must do so at this Public Hearing; or they must submit a written statement to the City Planner or his designee for presentation to the Planning and Zoning Commission at or before the time the Public Hearing begins.

 

In the event that property owners should desire to protest the action of the Planning and Zoning Commission, they must: (1) file their written protest with the City Secretary on or before five days prior to the Public Hearing before the City Council; and, (2) the written protest must be signed and acknowledged by the owners of at least 20 percent of the land included in the proposed change, or by owners of at least 20 percent of the land area within a 200-foot radius of the boundary of the proposed change.  To be a valid protest, both conditions (1) and (2) above must be met or the petition will be rejected.

 

The City of Lockhart City Council will hold a Public Hearing on Tuesday,

January 15, 2013, at 7:30 P.M. in the lower level of City Hall, 308 W. San Antonio, Lockhart, Texas, to consider this zoning change request, the recommendations of the Planning and Zoning Commission, and valid protests if any.

SUP-12-04.  A request by Janet Christian and Eric Marsh for a Specific Use Permit to allow a Special Events Facility in the CCB Commercial Central Business District on a part of Lot 1, Block 17, Original Town of Lockhart, consisting of approximately 0.083 acre and located at 118-B South Commerce Street.

All interested persons owning property within 200 feet of this property who wish to state their support or opposition may do so at this Public Hearing; or they may submit a written statement to the City Planner or his designee for presentation to the Planning and Zoning Commission at or before the time the Public Hearing begins.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LOCKHART, TEXAS, AMENDING CHAPTER 58, UTILITIES, ARTICLE II, DIVISION 1, SECTION 58-42 OF THE CODE OF ORDINANCES, ENTITLED “BUDGET BILLING PAYMENT PLAN,” TO PROVIDE FOR AN OPTIONAL ELECTRIC UTILITY PAYMENT PLAN FOR RESIDENTIAL CUSTOMERS BASED ON AVERAGE CONSUMPTION; PROVIDING FOR A REPEALER; PROVIDING FOR SEVERABILITY; PROVIDING FOR PUBLICATION; AND PROVIDING FOR AN EFFECTIVE DATE.

The City of Lockhart is receiving separate sealed bids at 308 W. San Antonio Street, Lockhart, Texas 78644, until 10 am on Wednesday, January 9, 2013, for each trade from qualified individuals and/or companies for mechanical, plumbing and electrical work associated with the expansion of the Clark Library into the 2nd and 3rd floors of the library annex and for alterations and additions to the first floor. A bid bond or cashiers check equal to 5% of the total bid must be submitted with the bid. Sealed envelopes for each trade should be marked externally one of the following: Library Mechanical Bid or Library Plumbing Bid or Library Electrical Bid. Bids submitted must be good for 90 days from award. Proof of general liability and workers compensation coverage naming the City of Lockhart as an additional insured will be required before final award.

 

One free MPE plan set (11” x 17”) and bid sheet per trade may be picked up at City Hall, 308 W San Antonio Street, during normal business days and hours or may be downloaded from the City of Lockhart website at www.lockhart-tx.org under Clark Library Phase II.

Proof of general liability and workers compensation coverage naming the City of Lockhart as an additional insured will be required before final award.

ZV-13-01 A request by Sharon Truett for a Variance to Section 64-197(g)(1)(e)(2) of Chapter 64 “Zoning”, Lockhart Code of Ordinances, to allow granite road base to be used in lieu of an all-weather surface for a parking lot on 4.8 acres zoned RLD Residential Low Density District and located at 1711 West San Antonio Street (SH 142), to serve a proposed special events facility on the adjacent parcel under the same ownership and located at 1713 West San Antonio Street.

NOTICE OF APPLICATION FOR COMMERCIAL

DISPOSAL WELL PERMIT IN A NON PRODUCTIVE

FORMATION

 

Eagle Ford Oil Co., Inc., P.O. Box 8, Luling, Texas  78648 is applying to the Railroad Commission of Texas for a COMMERCIAL DISPOSAL WELL PERMIT to dispose of produced salt water or other oil and gas waste by well injection into a porous formation not productive of oil or gas.  The applicant proposes to dispose of oil and gas waste into the Lower Edwards formation, D. G. Tiller Lease, Well Number 1SW.  The proposed injection well is located 3 miles northeast of Luling, Texas in the Salt Flat (Edwards) Field, in Caldwell County.  Fluid waste will be injected into strata in the subsurface depth interval from 2934 to 3400 feet.

 

LEGAL AUTHORITY:  Chapter 27 of the Texas Water Code, as amended, Title 3 of the Texas Natural Resources Code, as amended, and the Statewide Rules of the Oil and Gas Division of the Railroad Commission of Texas.
