Garza-Mayberry hired as Chief Deputy for Caldwell County Emergency staff

The Caldwell County Office of Emergency Management has announced the hiring of Joann Garza-Mayberry as its new Chief Deputy, joining Chief Hector Rangel in leading the county’s emergency operations.
Garza-Mayberry brings decades of public service experience to the role. An Honorably Retired Texas Game Warden with the Texas Parks and Wildlife Department, she holds a Bachelor’s degree from Texas State University and a Master’s degree from the University of the Incarnate Word.
Her experience with crisis management and community safety is extensive. During the COVID-19 pandemic in 2020, Garza-Mayberry worked closely with county officials in the Emergency Operations Center, serving as Public Information Officer and helping coordinate communications during an unprecedented public health crisis.
Throughout her career, she has been on the front lines of disaster response and emergency management, drawing on her years of service as a game warden to navigate situations involving natural disasters and public safety threats.
Chief Deputy Joann Garza-Mayberry says “I am grateful to be stepping into the role of Chief Deputy EMC for Caldwell County. My goal is to build on the excellent work already in place and enhance our community’s resilience by focusing on comprehensive preparedness.
This means more than just having a plan for when disaster strikes, it means working alongside our residents, businesses, and first responders before an event to create a truly prepared community.
