ADVERTISEMENT AND INVITATION FOR BIDS

The City of Martindale will receive sealed bids for a TxCDBG Sewer System Improvements Project (#7214291) until 2:00 p.m. on October 9, 2015 at the Martindale City Hall, 409 Main Street, Martindale, Texas 78655 at which time and place all bids will be publicly opened

and read aloud. Any bid received after closing time will be returned unopened.

 

Bids are invited for the several items and quantities of work as follows:

 

Installation of approximately 1894 LF of 8” sewer line including a 128 LF bored crossing under HWY 80, 5 manholes, pavement and driveway repair, 18 new sewer yard service lines, mitigation of existing septic tanks, and all related appurtenances to complete the project.

 

Bid/Contract Documents, including Drawings and Technical Specifications are on file at https://construction.freese.com/ . Contract Documents may be downloaded or viewed free of charge at this website. It is the downloader’s responsibility to determine that a complete set of documents, as defined in the Agreement are received. Printed copies of the Contract Documents may be purchased at the website for the cost of printing. The cost for printed Contract Documents is not refunded.

 

This website will be updated periodically with Addenda, planholders lists, bid tabulations, additional reports or other information relevant to bidding the Project. All questions regarding this project shall be submitted in writing through the project website.

 

A bid bond in the amount of 5% of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Martindale or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

 

Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon) wage rate, as provided by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, age or national origin. The City is an Equal Opportunity Employer. The City strives to attain goals for compliance with Federal Section 3 regulations by increasing opportunities for employment and contracting with section 3 residents and businesses where feasible. Adherence to the city’s Section 3 Policy is required for contracts and subcontracts in excess of $100,000.

 

The City of Martindale reserves the right to reject any or all bids or to waive any informalities in the bidding. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance may not undertake any activity in part or in full under this project.

 

Bids may be held by the City of Martindale for a period not to exceed 90 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidders’ qualifications prior to the contract award.

NOTICE OF PUBLIC HEARING

The City of Lockhart Board of Adjustment will hold a Public Hearing on Monday, October 5, 2015, at 6:30 P.M. in the lower level of City Hall, 308 West San Antonio Street, Lockhart, Texas, to receive public input regarding the following:

 

SE-15-02. A request by James Quesada for a Special Exception as provided in Section 64-130(c)(5), Chapter 64 “Zoning”, Lockhart Code of Ordinances, to preclude an essentially inadvertent taking of property when the circumstances are such that they have not been caused by any action on the part of the property owner, on 0.185 acres consisting of part of Lots 1 and 6, Block 28, Original Town of Lockhart, zoned CMB Commercial Medium Business District and located at 109 West Walnut Street. Under the current standards a minimum of 15 parking spaces would be required for the proposed use of the building, whereas only six regular spaces and one handicapped space are possible within the confines of the lot.

 

ZV-15-03. A request by Umesh Patel for a Zoning Variance to Appendix II, Chapter 64 “Zoning”, Lockhart Code of Ordinances, to allow a reduction in the minimum off-street parking requirement from 99 spaces to 62 spaces on Lot 1, Block 13, Amending Plat for Resubdivision Plat of Lockhart Industrial Park II Revision No. 2, consisting of 7.069 acres zoned CHB Commercial Heavy Business District and located at 117 East MLK. Jr. Industrial Boulevard.

 

All interested persons owning property within 200 feet of either of these properties who wish to state their support or opposition may do so at this Public Hearing, or they may submit a written statement to the City Planner for presentation to the Zoning Board of Adjustment at or before the time the public hearing begins.

 

Should any person be aggrieved by the Board’s decision, a written petition for appeal stating that the decision of the Board is illegal in whole or in part and specifying the grounds of the illegality, may be presented to a court of record within ten calendar days after the minutes of the meeting are approved by Board.

NOTICE OF REQUEST FOR PERMIT TO EQUIP AN EXISTING

WATER WELL

FOR

INDUSTRIAL SUPPLY

Mr. Royce Farrar, 7190 E. Highway 97, Waelder, Texas has submitted an application to the Gonzales County Underground Water Conservation District (“GCUWCD”) to equip an existing water well for industrial supply use. The water well is located approximately 6.8 miles southwest of Waelder on property adjoining Gonzales County Road 386. Royce Farrar proposes to produce approximately 175 acre feet of water per year at an average rate of approximately 108 gallons per minute.

 

The GCUWCD Rules in effect at the time of this permit application submittal are the March 16, 2010 Rules. Permit notice and hearing procedures are included in Rule 24. Copies of the GCUWCD’s March 16, 2010 rules are available at the GCUWCD office located at 920 Saint Joseph Street, Room 129, Gonzales, Texas 78629 or online at the GCUWCD  website www.gcuwcd.org. Interested persons may provide written comments to the GCUWCD on the application to equip an exempt water well for industrial use. Written comments should be filed within thirty (30) days of the date of publication of this notice and in accordance with Rule 24 of the rules of the GCUWCD. After comments are received by the District and the General Manager determines the application meets all relevant District rules, a public hearing on an application is not required and the Board may act on the application at a Board meeting.
