The City Council of the City of Lockhart and the Board of Directors of the Lockhart Economic Development Corporation will hold public hearings on the proposed budgets for Fiscal Year 2015-2016 on September 1, 2015 at 7:30 p.

m. and September 15, 2015 at 7:30 p.m. at the Council Chambers, Clark Library Annex, 217 South Main Street, 3rd Floor, Lockhart, Texas. Copies of the budgets are available for public inspection at the desk of the City Secretary, and at the Dr. Eugene Clark Library. Ordinances establishing the budget and property tax rates for the year October 1, 2015 through September 30, 2016 will be considered on September 22, 2015 at 6:30 p.m. at the Council Chambers, Clark Library Annex, 217 South Main Street, 3rd Floor, Lockhart, Texas. All interested persons are invited and encouraged to attend the hearing.

NOTICE OF DRILLING AND PRODUCTION PERMIT FOR

IRRIGATION WELL

Kisner Enterprises, LLC, 12 Scotsmoor Court, Sugarland, Texas 77479 has submitted an application to the Gonzales County Underground Water Conservation District (“GCUWCD”) to drill and produce a water well for irrigation use. The proposed well will be drilled approximately 11.5 miles northeast of Gonzales on property north of Gonzales Farm to Market Road 532 West. Kisner Enterprises, LLC proposes to produce approximately 606 acre feet of water per year at an average rate of approximately 375 gallons per minute.

 

The GCUWCD Rules in effect at the time of this permit application submittal are the March 16, 2010 Rules. Permit notice and hearing procedures are included in Rule 24. Contested case procedures are in Rule 25. Copies of the GCUWCD”s March 16, 2010 rules are available at the GCUWCD office located at 920 Saint Joseph Street, Room 129, Gonzales, Texas 78629 or online at the GCUWCD website www.gcuwcd.org . Interested persons may provide written comments to the GCUWCD on the proposed irrigation well permit application. Interested persons may also request a contested case hearing on the drilling and production permit application submitted by Kisner Enterprises, LLC. Written comments and requests for a contested case hearing should be filed within thirty (30) days of the date of publication of this notice and in accordance with Rules 24 and 25 of the rules of the GCUWCD. Comments and requests for a contested case hearing should be submitted to the GCUWCD”s General Manager at 920 St. Joseph, Room 129, P.O. Box 1919, Gonzales, Texas 78629.

 

Where no requests for a contested case hearing or comments are received by the District and the General Manager determines the application meets all relevant District rules, a public hearing on an application is not required and the Board may act on the application at a Board meeting.

The Caldwell County ESD #2 will hold a meeting at 07:00PM on September 10,2015 at Maxwell Fire Station, 9655 Hwy 142, Maxwell, TX to consider adopting a proposed tax rate for tax year 2015 . The proposed tax rate is 0.100000 per $100 of value.

 

The proposed tax rate would increase total taxes in Caldwell County ESD #2 by 2.774923 percent.

REQUIREMENT TO COMPLY WITH THE SUBDIVISION SERVICE EXTENSION POLICY OF AQUA WATER

SUPPLY

CORPORATION

 

Pursuant to Texas Water Code, §13.2502, Aqua Water Supply Corporation hereby gives notice that any person who subdivides land by dividing any lot, tract, or parcel of land, within the service area of Aqua Water Supply Corporation, Certificate of Convenience and Necessity No. 10294, in Bastrop, Caldwell, Williamson, Lee, Fayette and Travis Counties, into two or more lots or sites for the purpose of sale or development, whether immediate or future, including re-subdivision of land for which a plat has been filed and recorded or requests more than two water service connections on a single contiguous tract of land must comply with the Rules and Regulations Concerning Aqua’s Service to Subdivisions (the “Subdivision Policy”) contained in Aqua Water Supply Corporation”s tariff.

 

Aqua Water Supply Corporation is not required to extend retail water utility service to a service applicant in a subdivision where the developer of the subdivision has failed to comply with the Subdivision Policy.

 

Applicable elements of the Subdivision Policy include:

Evaluation by Aqua Water Supply Corporation of the impact a proposed subdivision service extension will make on Aqua Water Supply Corporation”s water supply system and payment of the costs for this evaluation;

Payment of reasonable costs or fees by the developer for providing water supply capacity;

Payment of fees for reserving water supply capacity;

Forfeiture of reserved water supply capacity for failure to pay applicable fees;

Payment of costs of any improvements to Aqua Water Supply Corporation”s system that are necessary to provide the water service;

Construction according to design approved by Aqua Water Supply Corporation and dedication by the developer of water facilities within the subdivision, following inspection.

 

Aqua Water Supply Corporation”s tariff and a map showing Aqua Water Supply Corporation”s service area may be reviewed at Aqua Water Supply Corporation”s offices, at 415 Old Bastrop Highway, Bastrop, Texas 78602 or on Aqua’s website at www.aquawsc.com. The tariff and service area map are also filed of record at the Public Utility Commission of Texas and may be reviewed by contacting the PUC, 1701 N. Congress Avenue, P.O.
