For the 18th consecutive year, the Lockhart ISD Business Office has been honored with the prestigious Certificate of Achievement for Excellence in Financial Reporting (CAFR) by the Government Finance Officers Association (GFOA).

This recognition underscores the department’s commitment to the highest standards in governmental accounting and reporting, solidifying its reputation as a leader in public education finance.
The CAFR, awarded for the fiscal year ending June 30, 2022, signifies the department’s unwavering commitment to a “spirit of full disclosure.” The comprehensive annual financial report has undergone rigorous evaluation by an impartial panel, affirming its adherence to the stringent criteria set by the GFOA.
In addition to the GFOA accolade, the Business Office continues to dominate in the Financial Integrity Rating System of Texas (FIRST) Rating. For an impressive 21st consecutive year, the department has earned a Superior Rating. This year, their commitment to excellence reached new heights, earning a perfect score of 100. This recognition reflects the department’s exceptional financial management within the Texas public school system.
The FIRST rating is designed to assess the quality of financial management, ensuring that financial resources are optimally allocated for direct instructional purposes. It serves as a crucial benchmark for evaluating the fairness and equity of financial management decisions within the Texas public education system.
The Business Office was recognized by Superintendent Mark Estrada and the Board of Trustees at the school board’s December meeting on Dec. 11.
“These achievements exemplify the commitment of our finance team to uphold the highest standards of accountability and transparency,” Superintendent Mark Estrada said. “Their work ensures that our district’s financial resources are managed with the utmost integrity, benefiting our students and the entire Lockhart community.”
