CAPCOG METHOD OF DISTRIBUTION FOR
2017 HURRICANE HARVEY – ROUND 1: CDBG-DISASTER
RECOVERY
The Capital Area Council of Governments (CAPCOG) is conducting a public hearing for its proposed Method of Distribution for 2017 Hurricane Harvey Community Development Block Grant Disaster Recovery (CDBG-DR) Allocation for the Local Infrastructure Program and the Local Buyout and Acquisition Program. The hearing will be held at 6 p.m. Tuesday, June 19, 2018 at the Bastrop County Annex Building, 804 Pecan Street in Bastrop, in the County Commissioners Court Room on the second floor.
The purpose of the hearing is to gather public comment on the proposed Method of Distribution from those residing in the CAPCOG counties affected by Hurricane Harvey, 2017 FEMA Disaster 4332: Bastrop, Caldwell, Lee, and Fayette counties. CAPCOG anticipates the region receiving $4,305,474 of infrastructure and $12,929,474 of acquisition program funds from the U.S. Department of Housing and Urban Development (HUD). These program funds are direct allocations to be issued under the CDBG-DR Program to HUD eligible cities and counties designated in Hurricane Harvey impact areas.
On June 13, 2018, a proposed Method of Distribution will be viewable online at www.capcog.org and www.glo.texas.gov. NOTICE OF PUBLIC HEARING
The City of Lockhart Planning and Zoning Commission will hold a Public Hearing on Wednesday, June 27, 2018, at 7:00 P.M. in the lower level of City Hall, 308 West San Antonio Street, Lockhart, Texas, to receive public input regarding the following:

SUP-18-07. A request by Hector and Sandra Gomez for a Specific Use Permit to allow a DF-2 Duplex-Family Development Type in the RMD Residential Medium Density District on Lots 7, 8, and the west one half of Lot 9, Block 2, Compress Hill Addition, consisting of 0.16 acre and located at 415 Flores Street.

NOTICE TO BIDDERS

The Alliance Regional Water Authority (the “OWNER”) is requesting sealed written Bids for furnishing all labor, materials, equipment, supervision, and incidentals and for performing all Work required for the Phase 1A Pump Station Project (IFB No. 2017-002). The Project generally consists of construction of a new 1.0 MGD water pumping facility in Buda, TX. The facility and construction will include the following: 3-700 gpm booster pumps, 1-0.75 MG prestressed concrete ground storage tank, 1-Electrical and Controls building, 1-Disinfection Chemical building, yard piping, flow metering and control valves, instrumentation systems, supervisory control and data acquisition (SCADA) system, disinfection chemical injection system and site improvements.

The OWNER reserves the right to reject any or all Bids and to waive any minor informality (one that does not affect the competitiveness of the Bid) in any Bid or in the solicitation process.
A mandatory Pre-Bid Conference will be held on Tuesday, June 26, 2018 at 2:00 P.M. (Central Time) at the Kyle Public Works Facility ,520 E. RR 150, Kyle, Texas 78640. Attendance is mandatory unless otherwise stated. ADVERTISEMENT FOR BIDS
Sealed proposals addressed to the Mayor and City Council of the City of Lockhart will be received at the Lockhart City Hall, 308 West San Antonio, Lockhart, Texas 78644, until 11:00 A.M., July, 10 2018 for the MLK 18” Water Main, at which time and place will be publicly opened and read aloud. Any bid received after closing time will be returned unopened.

The project consists of approximately 6100 LF 18” PVC water main and all necessary appurtenances.

Bidders shall submit with their bids a Cashier’s Check in the amount of five percent (5%) of the maximum total bid, payable to the City of Lockhart, Texas without recourse, or a Proposal Bond in the same amount from an approved Surety Company as a guarantee that Bidder will enter into a contract and execute performance and payment bonds on the forms provided, within ten (10) days after the award of Contract. Bids without check or Proposal Bond will not be considered.

The successful Bidder must furnish Performance and Payments Bonds each in the amount of 100% of the contract price from an approved Surety Company holding a permit from the State of Texas to act as Surety and acceptable according to the latest list of companies holding certificates of authority from the Secretary of Treasury of the United States, or other Surety or Sureties acceptable to the Owner.

The Directors of the Lockhart Economic Development Corporation (LEDC) will conduct a public hearing on Wednesday, June 20, 2018, at 6:00 p.m. in the Upstairs Conference Room at Lockhart City Hall, 308 West San Antonio Street, Lockhart, Texas to discuss a project under Section 4B of the Texas Economic Development Corporation Act of 1979.
The Public Hearing is to consider a new project, Project Oklahoma, which is considering an expansion to Lockhart. The company plans to purchase the building located at 1408 Blackjack Street to house a manufacturing facility. The initial capital investment is estimated at $4,000,000 and the company will create up to 20 new jobs with an average wage of $50,000 per year. The LEDC will be considering possible reimbursable incentives up to $190,000 to be offered to the company to help facilitate their investment and expansion to Lockhart.
All interested parties are encouraged to attend and present their views. Persons with disabilities that plan to attend this meeting should contact the City Secretary’s office to arrange for assistance. Individuals who require aids or services for this meeting should contact City Hall at least two days before the meeting.
