Caldwell County Sheriff’s Office updates prison mail procedure
For efficiency purposes at the Caldwell County Jail, the Caldwell County Sheriff’s Office is rolling out a new system to send documents, photos and mail to inmates.
If you want to send documents, photos and mail to prisoners, the CCSO now has a faster and more efficient method by using a new Messaging System for Prisoners. Just visit www.NCIC.com and create an account. You will be able to easily send messages to an inmate for immediate delivery. You can also take a picture of any document and attach it to these messages. Messages are only $0.25 per message and messages/documents with photos are only $0.35 per photo. This is much cheaper than the franchising, the envelopes and the time it takes to send a letter, and the inmate will receive the message or photo instantly. There will be no limit on the number of messages and photos that can be sent to prisoners.
Effective September 1, 2025, all inmate correspondence, EXCEPT legal and medical correspondence, will need to be sent to the following address, per the current Caldwell County Sheriff’s Office rules for jail mail. All legal and medical correspondence should be sent to the Caldwell County Jail.

Original copies of the mail will be kept in the processing center for 30 days so that the jail can withdraw the original mail for research purposes. This correspondence will remain available for forwarding during that 30-day period in case the original scanned copy is not properly delivered to the inmate. After this period, the processing center will destroy the original correspondence and will not be returned to the sender. The inmate won’t be allowed to pick it up either.
•All envelopes and mail should include the inmate’s name, Sheriff’s Office registration number, and sender’s address. Only mail will be accepted with measurements of 21.5cm wide x 28cm high.
•The mail sent to prisoners must not have more than 5 pages. Any document exceeding 5 pages will not be scanned or sent to the inmate, but will be returned to sender.
• Any mail that is scanned in the system will be scanned only for the opposite. DO NOT write backwards. Any mail written backwards will be returned to sender.
•Inmates can receive a maximum of one photo per submission. If more than one photo is sent, the complete letter with all its contents will be returned to the sender and nothing will be scanned or delivered to the inmate.
•The NCIC will not accept legal or medical mail. Legal and medical mail should be sent to the center where the inmate is located, per the Caldwell County Sheriff’s Office Mail Rules.
•No magazines, newspapers, mass mail or books will be accepted at P.O. Box 591, Longview, Texas 75606 and will be returned to the sender. These items should be sent to the center where the inmate is located, per the Caldwell County Sheriff’s Office Mailing Rules..
•The Caldwell County Sheriff’s Office will be accepting postal turns and books delivered by an established and verifiable vendor. Books must be pocket-only and new. Used books will not be accepted. Any letters received with postcards or books will be placed on the inmate’s property and will not be delivered.
•Digital mail will not be delivered in kiosks or tablets on Saturdays, Sundays or public holidays. Once the NCIC receives the mail for processing, it will be scanned at the processing center and sent electronically to the inmate via the same messaging system mentioned above. The inmate will be able to consult him at the kiosk in his cell or on the tablet assigned to him. No exceptions will be made for mail receipt that does not comply with the previous guidelines.
