On Tuesday the Commissioners annoncued how the constable security program will be restructured the.

Constable Art Villareal from Precinct 4 will now oversee law enforcement services for Lockhart ISD, following a decision made during Tuesday’s Commissioners Court meeting.

He will manage the joint Lockhart ISD/Caldwell County constable security initiative established in 2022, while reserve deputies from all precincts will remain on duty.

This reorganization was prompted by budgetary concerns raised by one of the precincts.

Constable Villareal praised the reserve deputies for their contributions at the schools and assured that his office would maintain active communication with the school district regarding essential security matters.

According to Caldwell County Judge Hoppy Haden, the level of constable deputy presence on campus and the quality of service will remain unchanged under the new arrangement.

Additionally, Judge Haden acknowledged the constables for their collaborative efforts in environmental enforcement, which have led to over 100 responses to illegal dumping and cleanup calls across all precincts.

Reports indicated that Precincts 2 and 4 received the highest number of complaints.

Judge Haden expressed his appreciation for the officers’ thorough case reports and commended their excellent performance over the past month.

The constables have also established Facebook pages to engage with the community, which have proven effective in raising awareness and educating the public.

Constable Villareal observed that residents in his precinct have started to take initiative in cleaning their properties even before officers could address public reports.

Judge Haden confirmed that each department will continue to receive a stipend of $1,200 for its personnel. The commissioners unanimously agreed to maintain the current stipend levels for the constables’ offices and to proceed with ongoing data collection across all four precincts, which may lead to the addition of more positions in the upcoming budget cycle.
