NOTICE OF
REQUIREMENT TO COMPLY WITH THE SUBDIVISION
SERVICE EXTENSION POLICY OF COUNTY LINE SPECIAL UTILITY DISTRICT
Pursuant to chapter 13.2502 of the Texas Water Code, County Line Special Utility District
hereby gives notice that any person who subdivides land by dividing any lot, tract, or parcel of land, with
in the service area of County Line Special Utility District, Certificate of Convenience and Necessity No. 10292, in Hays and Caldwell County, into two or more lots or sites for the purpose of sale or development, whether immediate or future, including re-subdivision of land for which a plat has been filed and recorded or requests more than two water service connections on a single contiguous tract of land must comply with the service extension policy stated in the district service policy contained in County Line Special Utility District’s district service policy.
County Line Special Utility District is not required to extend retail water utility service to a service applicant in a subdivision where the developer of the subdivision has failed to comply with the Subdivision Policy.
Applicable elements of the Subdivision Policy, depending on the specific circumstances of the subdivision service, may include:
- Evaluation by County Line Special Utility District of the impact a proposed subdivision service extension will make on County Line Special Utility Districts water supply service system and payment of the costs for this evaluation;
- Payment of reasonable costs or fees by the developer for providing water service capacity;
- Payment of fees for reserving water service capacity;
- Forfeiture of reserved water supply service capacity for failure to pay applicable fees;
- Payment of costs of any improvements to County Line Special Utility Districts system that are necessary to provide the water service:
- Construction according to design approved by County Line Special Utility District and dedication by the developer of water facilities within the subdivision following inspection.

NOTICE OF DRILLING AND PRODUCTION PERMIT AND
AGGREGATION OF
IRRIGATION WELLS

Robert and Maria Massey, 3291 South CR 141, Cost, Texas submitted an application to the Gonzales County Underground Water Conservation District (“GCUWCD”) to drill and produce a water well (29.394864, -97.607614) for irrigation use on their property located near the intersection of CR 141 and CR 119 approximately 2 miles southeast of Bebe. The Massey’s have also requested that the production from their existing permitted irrigation well (29.399234, -97619782) located on the same property be aggregrated with the new well. The Massey’s propose to produce approximately 400 acre feet of water per year at an average rate of approximately 300 gallons per minute from each well.
The GCUWCD Rules in effect at the time of this permit application submittal are the December 8, 2015 Rules. Permit notice and hearing procedures are included in Rule 24. Copies of the GCUWCD’s December 8, 2015 rules are available at GCUWCD office located at 920 Saint Joseph Street, Room 129, Gonzales, Texas 78629 or online at the GCUWCD website www.gcuwcd.org. Interested persons may provide written comments to the GCUWCD on the proposed irrigation well permit application and well aggregation. Written comments should be filed within thirty (30) days of the date of publication of this notice and in accordance with Rule 24 of the GCUWCD. Comments should be submitted to the GCUWCD’s General Manager at 920 Saint Joseph, Room 129, P.O. Box 1919, Gonzales, Texas 78629.
If no comments are received by deadline and the General Manager determines the application meets all relevant District rules, a public hearing is not required and the Board may act on the application.

A request by Dennis Young with High Rustler Ventures, LLC, on behalf of Adolfo Sendejo, for a Zoning Change from AO Agricultural-Open Space District to RHD Residential High Density District for 18.547 acres in the Cornelius Crenshaw Survey, Abstract No. 68, located on the north side of the 2200 block of West San Antonio Street (SH 142).

The City of Lockhart City Council will hold a Public Hearing on Tuesday, April 19, 2016, 7:30 PM in the City Council Chamber, 3rd floor of the Clark Library-Masonic Building, 217 South Main Street, Lockhart, Texas, to consider this zoning change request, the recommendation of the Planning and Zoning Commission, and valid protests if any.
